Qualifying Requirements

Investment Requirement

You need to invest in a business, government bonds, or real estate that meets Latvia’s eligibility rules.

Proof of Financial Stability

You’ll need to prove you have enough money to support your investment and yourself while living in Latvia.

Background Check

A clear background check is a must—you can’t have any legal issues in your past.

Investment Duration

The investment you make should stay intact for the required duration, as per Latvia’s rules.

Language for Permanent Residency

Permanent residency, available after 5 years, requires passing an A2-level Latvian language test in addition to the standard requirements above. (This does not apply to the initial temporary residence permit — no language requirement applies there.)

Having health insurance that covers Latvia is a must.

  • Stage I

    Decide on Your Investment 

    Duration: 1-2 Months

    Start by picking a solid investment such as buying property or starting a business.

  • Stage II

    Heap on Your Documents 

    Duration: 2-3 Weeks

    Gather all your documentation – proof of funds, insurance, and identification.

  • Stage III

    Apply, then Wait a While 

    Duration: 2-3 Months

    Submit your application and now just wait. After everything checks out, you will receive the final approval.

Investment Options

Real Estate

Purchase residential or commercial real estate worth at least €250,000, plus a state fee of approximately 5% of the property value.

Business Investment

Invest at least €50,000 in the equity capital of a Latvian company that pays at least €40,000 in annual tax (or €100,000 for larger companies), plus a one-time state fee of €10,000. Currently Latvia’s lowest-entry EU residency route.

Subordinated Capital

Subordinated Capital: Deposit at least €280,000 in subordinated bonds with a Latvian bank for a minimum of 5 years, plus a one-time state fee of €25,000. A passive, hands-off route with no business or property management involved.

Government Bonds

Purchase at least €250,000 in Latvian government bonds, held for a minimum of 5 years, plus an applicable state fee.
