Qualifying Requirements

Investment Amount

Secure Maltese residency by purchasing property from €375,000, or renting from €14,000 per year, plus a unified €37,000 government contribution and a €2,000 NGO donation — see Investment Options below for full figures.

Property Investment

Purchase property worth at least €375,000 in Malta, or €300,000 in Gozo or the South of Malta. Alternatively, rent property from €14,000 per year in Malta, or €10,000 per year in Gozo/South Malta. Property must be held, or the rental maintained, for a minimum of 5 years.

Commitment to Malta

Demonstrate a genuine intention to reside and contribute to Malta’s economy and society.

Source of Funds

Show that your investment funds come from legitimate, transparent sources.

Minimum Stay

Spend at least 12 months in Malta within the first five years of residency.

Family Inclusion

Include your spouse, children, and parents in your application.

Health Insurance

Investment Options

Rental Route

Rent property in Malta from €14,000 per year (or €10,000 per year in Gozo/South Malta), pay a €37,000 government contribution, and donate €2,000 to a registered Maltese NGO. Maintain for 5 years. Confirmed under the MPRP’s July 2025 restructure (Legal Notice 146 of 2025), which replaced the old €60,000 rental-route contribution with a single €37,000 rate for both routes.

Purchase Route

Purchase property in Malta worth at least €375,000 (or €300,000 in Gozo/South Malta), pay a €37,000 government contribution, and donate €2,000 to a registered Maltese NGO. Maintain for 5 years. Confirmed under the MPRP’s July 2025 restructure (Legal Notice 146 of 2025), which replaced the old €30,000 purchase-route contribution with a single €37,000 rate for both routes.

Capital Asset Requirement

€500,000 in capital assets incl. €150,000 liquid (or €650,000 incl. €75,000 liquid) — this proof-of-funds test is unchanged by the July 2025 update and applies alongside whichever property route is chosen, not as a separate route. Keep as-is, but add one sentence clarifying it’s not a third option.

Administration fee & dependents

A separate government administration fee of €60,000 applies (paid in two stages: €15,000 at application submission, €45,000 upon Letter of Approval in Principle). Spouses and minor children are included at no extra contribution; each adult dependant (18+) adds €7,500.
